Work Health & Safety (WHS) Policy – Finex Fitouts by Skilled Builders Melbourne

Applies to: All employees, directors, contractors, subcontractors, labour-hire personnel, visitors and consultants engaged by Finex Fitouts by Skilled Builders Melbourne.

1. Our commitment

Finex Fitouts by Skilled Builders Melbourne is a commercial fitout contractor operating primarily in Melbourne and surrounding areas. We recognise that people are our most important asset, and that providing a safe and healthy workplace is a core business priority.

We are committed to complying with the Occupational Health and Safety Act 2004 (Vic) and relevant regulations, codes of practice and Australian Standards, and to continuously improving our health and safety performance.

Our goal is zero harm – no work-related injuries, illnesses or damage to property or the environment arising from our activities.

2. Scope

This WHS Policy applies to:

All Finex Fitouts by Skilled Builders Melbourne workplaces, including:

▪️Client sites, construction and fitout sites

▪️Offices, storage and staging areas

▪️Any other place where work is carried out under our direction or control

▪️All persons involved in our operations, including:

▪️Employees and directors

▪️Subcontractors and their workers

▪️Labour-hire workers

▪️Consultants, suppliers and visitors to our sites

3. WHS objectives

To fulfil our WHS commitments, Finex Fitouts by Skilled Builders Melbourne will:

1. Provide safe workplaces and systems of work

Identify, assess and control hazards associated with commercial fitouts, including demolition, working at heights, manual handling, plant and equipment, electrical work and live environments.

2. Comply with legal and other requirements

Meet or exceed obligations under the OHS Act 2004 (Vic), OHS Regulations, relevant building and fire safety requirements and applicable Australian Standards.

3. Engage and consult with workers and subcontractors

Consult with employees and subcontractors on health and safety matters, consistent with WorkSafe Victoria guidance on employer duties and consultation.

4. Provide training, instruction and supervision

Ensure workers are competent for the tasks they perform and receive appropriate inductions, SWMS briefings and ongoing safety training.

5. Manage incidents and continuous improvement

Promptly report, investigate and respond to incidents, injuries, near misses and hazards, and use lessons learned to improve our WHS management system.

4. Responsibilities

4.1 Directors and senior management

Finex Fitouts by Skilled Builders Melbourne’ directors and senior managers are responsible for:

▪️Demonstrating visible safety leadership and promoting a positive safety culture

▪️Ensuring adequate resources (time, personnel, budget and equipment) are provided to implement this policy

▪️Setting measurable WHS objectives and targets and monitoring progress

▪️Ensuring WHS is integrated into business planning, project delivery and subcontractor management

4.2 Project managers and site supervisors

Project and site leaders must:

▪️Implement Finex Fitouts by Skilled Builders Melbourne’ WHS procedures on each project

▪️Ensure site-specific risk assessments, Safe Work Method Statements (SWMS) and other controls are in place and followed

▪️Conduct regular site inspections, pre-start meetings and toolbox talks

▪️Verify that subcontractors are appropriately qualified, insured and inducted before starting work

▪️Stop work where there is an imminent risk to health and safety and ensure corrective actions are taken

4.3 Workers (employees and subcontractors)

Every worker has a duty to:

▪️Take reasonable care for their own health and safety and that of others who may be affected by their actions or omissions

▪️Follow all reasonable instructions, procedures, SWMS and site rules

▪️Use equipment, plant and personal protective equipment (PPE) correctly

▪️Immediately report hazards, unsafe conditions, incidents and near misses to their supervisor

▪️Participate in training, consultation and safety improvement activities

Failure to comply with WHS requirements may result in the removal of individuals or subcontractors from site.

4.4 Visitors and clients

Visitors and clients to our sites must:

▪️Comply with site rules and any directions given by Finex Fitouts by Skilled Builders Melbourne personnel
▪️Sign in and, where required, attend a basic site induction and wear appropriate PPE

5. Hazard and risk management

Finex Fitouts by Skilled Builders Melbourne will implement a structured approach to hazard identification and risk management, including:

▪️Pre-construction WHS planning for each project

▪️Site-specific risk assessments and JSA/SWMS for high-risk activities

▪️Controls following the hierarchy of control (elimination, substitution, engineering, administrative controls, PPE)

▪️Regular inspections and audits of worksites, plant, equipment and PPE
▪️Prompt rectification of identified hazards and tracking of corrective actions

6. Training, competency and communication

We will:

▪️Provide site and company inductions covering key hazards, controls, emergency procedures and incident reporting
▪️Ensure workers have appropriate trade qualifications, licences and high-risk work permits where required
▪️Conduct toolbox talks and pre-start meetings to discuss daily risks and controls

▪️Communicate updates to WHS procedures, regulations and best practice to workers and subcontractors

7. Incident reporting and emergency response

All incidents, injuries, near misses and dangerous occurrences must be reported as soon as possible to the site supervisor or project manager.

We will:

▪️Provide clear procedures for incident reporting and investigation
▪️Comply with notifiable incident requirements under the OHS Act 2004 (Vic), including reporting serious incidents to WorkSafe Victoria and preserving incident sites as required.

▪️Ensure workers are familiar with emergency procedures, including evacuation routes, assembly points and first aid arrangements

8. Subcontractor and supplier management

Subcontractors are critical to our operations. Finex Fitouts by Skilled Builders Melbourne will:

▪️Pre-qualify subcontractors based on their WHS systems, competency, licences and insurances

▪️Require subcontractors to comply with this WHS Policy, site-specific rules and contract conditions

▪️Monitor subcontractor performance through inspections, audits and incident reviews

▪️Take corrective action where subcontractor WHS performance is unsatisfactory

9. Monitoring, review and continuous improvement

Finex Fitouts by Skilled Builders Melbourne is committed to continually improving its WHS management system. We will:

▪️Monitor WHS performance using leading and lagging indicators (e.g. incidents, near misses, audits, corrective actions)

▪️Review this policy and associated procedures at least annually, or following significant changes in legislation, organisational structure or incidents

▪️Seek feedback from workers, subcontractors and clients to improve safety outcomes

10. Policy availability and sign-off

This WHS Policy will be:

▪️Displayed in our offices and communicated to workers and subcontractors

▪️Available on our website and project sites on request
